When an agent reflexively hedges — 'I'll only read part of this,' 'this exceeds my context window,' 'let me be selective' — it's making a gatekeeping decision the user didn't authorize. The correction is visible in the transcript: the user notices the hedge, restates the license, and the previous conservatism is exposed as unjustified friction. Parsimony is not safety; it's overhead the user has to override.
