Chrome's Missing HMAC Seed Silently Blocks Extension Persistence

Chrome validates every Secure Preferences extension entry against an HMAC seed stored on the local system. bin doesn't exist, the installer's get_chrome_seed()` returns an empty string — so every MAC it computes is wrong, and Chrome silently wipes the extension entry on the next restart.
