Block IDs are deterministic hashes of annotation inputs (item ID, page, text, color), which means the same algorithm in Python produces the same output as in TypeScript — character for character. This property is what makes incremental sync possible across language implementations and system boundaries. If the hash were salted or stateful, no port could ever match an existing vault, and incremental sync across the Zotero↔Obsidian↔gbrain boundary would be impossible.
